The City of Kalamazoo passed the resolution tonight, October 6th.  You may see the resolution at http://www.adckazoo.com/news-168.htm.  This is a compromise resolution to the original one put before the Commission. Nevertheless, it is the result of months of work by many in the Kalamazoo Community.
 
The vote was 5 For and 2 Opposing.  The votes went as follows:
 
Mary Balkema -OPPOSED
Linda Teeter   - YEA
Al Heilman  - OPPOSED
 Don Cooney  - YEA
 Sean McCann - YEA
 
Thanks goes to the Kalamazoo Task Force for the Defense of the Bill of Rights which The ADC of Kalamazoo is one of several groups that comprise it.

We are at the end of the line! Attached you should find a copy of the final draft resolution on the Patriot Act.  This is a compromise resolution with the City of Kalamazoo.  The City Commission will vote on it Monday October 6th 7:00PM City Hall. If you can, please plan to attend the City Commission meeting and offer words of support for the Resolution.  We should also thank the City for its efforts at collaborating with the community.  We have to encourage it for bigger and better things in the future.  The Kalamazoo Task Force for the Defense of the Bill of Rights was formed for the purpose of getting a resolution adopted by the City.  ADC of Kalamazoo is a member of the task force.  Even though this is a compromise resolution, ADC worked to ensure that references to ethnic profile remain in the resolution that is adopted.  The Task Force also insisted that all residents be protected, not just citizens .

September 8, 2003

The Kalamazoo City Commission voted to accept the preliminary report of the City Manager on Monday September 8, 2003 and to direct the Manager to establish a work group, which will include the Task Force, to draft a resolution in support of civil rights in Kalamazoo.  While the form it will take is not clear, I believe it will ultimately fulfill the Task Force's goals and will be passed by the Commission within the next week or two. The Task Force rules!!

Perhaps far more exciting and gratifying for those who attended the meeting last night than the prospect of a "done deal," was the wonderful passion and eloquence of the speakers who rose in support of the resolution.  If it was not for the incredible caliber of the community's sentiment expressed by these speakers to the commissioners last night, the Commission would not have acted as it did. Even Mary Balkema and Al Heilman spoke in favor of a resolution in support of civil liberties.

As mentioned above, we will be asked to participate in discussions toward the drafting of a resolution.  A draft of an alternative has been submitted to the City Manager, after discussion among a few members of the Task Force, and with Commissioner Cooney.  While it removes the bullet points and specific reference to immigration and profiling activities, it retains the central purpose of protecting against violations of  1st, 4th, 5th, 6th and 14th amendment rights. Unfortunately, time did not permit circulation of the resolution to the entire Task Force for consideration.  It is attached to this e-mail for your review.

Bob Cinabro and Dennis Durham, the City Attorney and Assistant City manager respectively have reviewed the proposed resolution that has been brought before the Kalamazoo City Commission.   ADC of Kalamazoo joins several other local groups and individuals that participate on the Task Force.  It looks like the resolution will be on the City Commission agenda on September 8, 2003 (7:00 PM City Hall) for a preliminary report and recommendation.


Please send letters to the Gazette and urge others to write the City (http://www.adckazoo.com/news-184.htm).  If you can attend the City Commission meeting when this matter comes up, and urge the Commission to act in our favor, we can't fail!
